How was the new constitution formed in France?

The National Constituent Assembly had declared that it would not disperse until a new constitution had been created for France. Their efforts bore fruit in 1791. A new constitution was created by the revolutionaries and France was declared a constitutional monarchy.

The first constitution established France as a constitutional monarchy with the king as the figurative head. The monarch had only limited powers such as temporarily stopping legislation with a veto. The king however could not veto anything permanently. He neither had any control over the army, nor enjoyed any authority over local government.

The king attempted to flee from Paris, but was brought back. It was after long negotiations that King Louis XVI reluctantly accepted the new constitution. This happened in September 1791. The constitution however was short-lived; it lasted only one year.
